When it comes to planning and developing an airport, a master plan is a great tool, but
it’s not (and it shouldn't be mistaken for) a strategic business plan (SBP) which is an all
encompassing document that communicates the airport’s mission and vision and conveys
the specific goals and objectives (beyond those identified in a master plan) that need to be
accomplished to best position the airport (from a strategic and business standpoint) for
the future. As such, the SBP addresses the operation, management, and marketing (and related
financial aspects) of the airport. |

Flexible Provisioning provides a highly flexible and sustainable solution to optimize key
airport assets, facilitates seamless customer service delivery to empower airline
partnerships is significantly less expensive than bricks, mortar, steel and glass
construction and is eligible for PFC funding. This session will include a case study from
Fresno-Yosemite Airport and a discussion by other airports about their desire to go to
Flexible Provisioning. |

“Community backed air service” concept ensures an airport gets service, while ensuring
the airline that the community will support its presence in the market. Under the
concept, a group of community investors essentially buys aircraft time from the
regional aircraft operator. In exchange, the community investors would be able to set
the route, schedule, and local fare on the service – ensuring the flights are well
timed and that the fares are reasonable. |

has recently begun to shine a national spotlight on airport sustainability. A small number
of airports across the nation are kicking off master plans that feature sustainability as

central focus. Dave Nafie of RS&H, project manager for one of the Sustainability Master
Plans in the pilot program, will walk through the unique characteristics of master
planning with a sustainability emphasis and offer insights as to why implementing such a
plan can make good business sense at your airport. |
