Roger was born and educated in the United Kingdom and emigrated to Canada in 1965 at the age of 19. He has worked in the aviation industry for over 35 years with both the Federal & Municipal levels of government. In 1980, he assumed his current position of Airport General Manager at Kelowna International Airport.
Roger serves on the Board of Directors of the Canadian Airports Council, B.C. Aviation Council, North West Chapter of the American Association of Airport Executives and the Kelowna Tourism Advisory Council. He is also one of the Canadian representatives on the Board of Directors of the International Association of Airport Executives which has its headquarters in Washington, D.C.
In 2003, Roger was recognized by both the North West Chapter of the American Association of Airport Executives and the International Northwest Aviation Council for distinguished contributions to airport management in the region.
In his spare time, Roger is an avid golfer and an enthusiastic runner, the latter of which he enjoys doing with his wife Sandra who is a school principal. |

Robert Olislagers (Oli-sla-gers)
has nearly 25 years experience in airport
management, having served airports in New York and
California . He has been executive director of
Centennial Airport in Denver, CO since 2000. Robert
holds a BA/MA (anthropology) from the University at
Buffalo and a PhD (business administration) from the
University of Santa Barbara . He also completed
post-graduate programs in national and international
security at Harvard University and the USAF Air War
College . Robert serves on the Board of Directors of
the American Association of Airport Executives and
chairs its General Aviation Committee. He assisted
both the Transportation Security Administration with
drafting security guidelines for the nation’s 19,000
general aviation landing facilities and InfraGard
(FBI) with the General and Commercial Aviation
Transportation Sector security abstract. He has
published one book (foreword by Gen. Chuck Yeager)
and numerous articles on flying and airport-related
subjects, and assisted the History Channel with the
Modern Marvels series on International Airports II.
His numerous honors include Airport Executive of the
Year, the Airport Executive Partnership Award and
the Captain Eldridge Lifetime Achievement Award.

Todd Woodard is the Director of Marketing and Public Relations for Spokane International Airport, Felts Field Airport and the
Airport Business Park. These facilities are jointly owned by the City and County of Spokane and are governed by the Spokane Airport Board. Woodard was hired in the position of Manager in January 1995
and was promoted to Director in June 2000.
Woodard’s marketing responsibilities include development of passenger and cargo service; writing and implementation of business plans; grant writing
for infrastructure enhancements; commercial development of the Board’s properties; providing support for the community’s business organizations, recruitment and tourism efforts; creation and
management of Internet homepage; and generating brochures, newsletters and other materials. His public relations duties involve acting as airport spokesperson and primary media contact; writing and
distribution of news releases; and communications with corporate contacts, elected officials and the public. He is also the author of the Spokane Airports Foreign-Trade Zone application and is the
principal in-charge of bringing that program forward. In addition, he oversees the Airport Business Park and marketing manager’s position.
Prior to working for Spokane International Airport,
Woodard lived in Washington, D.C. and served as Press and Legislative Assistant to the Honorable Thomas S. Foley, Speaker, U.S. House of Representatives from July of 1987 to December of 1994.
Previous to that he worked as a Legislative Assistant to the Honorable Lois J. Stratton, Washington State Senate. Prior to working for Senator Stratton, Woodard was employed by Washington State
University-Spokane as a research assistant.
Woodard received a Bachelor of Arts in Political Science from Washington State University.
